The White Circle is an all-woman organization — a witch militia, if you want to be blunt — that takes action where the clinic builds infrastructure. Against magical and spiritual threat, against the structures that harm their people, against the things that move in the dark of the new world and call it ordinary. Nobody from the clinic has successfully established whether Jane Crow works for the White Circle, runs it, or simply is what the White Circle has been trying to become.
She was Apache's closest friend at the Sweat, before she left. Apache uses the word "complicated" when someone mentions Jane's name. Apache uses "complicated" the way other people use "I don't trust them and I won't say why."
